भूकंप: झटके का बूमरैंग !
वैशाख, शुक्ल पक्ष, सप्तमी, संवत 2072…पूर्वान्ह 11.40 का समय। मध्यप्रदेश के ऐतिहासिक राज्य मंत्रालय वल्लभ भवन की पांचवी मंजिल पर स्थित वातानुकूलित कक्ष में मुख्यमंत्री शिवराज सिंह चौहान सिंचाई मंत्री जयंत मलैया और आला अधिकारियों के साथ जलसंसाधन विभाग की समीक्षा कर रहे थे….अचानक मेज पर रखी फाइलें और नाश्ते की प्लेट हिलने लगी। सीएम समेत बैठक में मौजूद सभी लोगों की भी कुर्सी हिलती नजर आई…शिवराज ने स्वीकार भी किया कि उनकी कुर्सी हिलने लगी थी। ये हलचल कुछ सेकंड ही रही…लेकिन दहशत…! दहशत तो दोपहर बाद तक तारी रही। दहशत ऐसी कि मुख्यमंत्री समेत तमाम अधिकारी सीढ़ियों से लगभग दौड़ते हुए पांच मंजिल नीचे उतरे। प्रदेश का आपदा प्रबंध विभाग भले ही नाकारा हो, लेकिन उसने आला अधिकारियों को सालाना प्रशिक्षण में इतना तो सिखा दिया है कि वे दूसरों की जान भले न बचा सकें…अपनी जान बचाने के उपाय क्या हैं। सो, अफसरों ने सूबे के वजीरे आजम को भी लिफ्ट के बजाए आपदा की घड़ी में सीढ़ियों का प्रयोग करने को विवश कर दिया।
जान बची सो लाखों पाए….। मंत्रालय का नजारा कुछ ऐसा ही था। चारों तरफ भगदड़…सामान्य प्रशासन विभाग का एक बाबू बड़े गर्व से बता रहा था कि वो लिफ्ट से ऊपर जा रहा था और सीढ़ियों से उतरते मुख्यमंत्री ने उससे कहा कि ऊपर कहां जा रहे हो। हम बेवकूफ हैं क्या जो नीचे जा रहे हैं….भूकंप आया है। बेवकूफी वाली बात पर जोर देकर पूछने पर उसने स्पष्ट किया कि ये मुख्यमंत्री के शब्द नहीं थे…लेकिन इशारा कुछ ऐसा ही था। गृह विभाग के एक कर्मचारी की आपबीती सुनिए….मेरा कम्प्यूटर खुला था और अचानक स्क्रीन पर शब्द टाइप होने लगे! चौथी मंजिल पर बैठे एक अन्य कर्मचारी की टेबल हिल गई। जितने मुंह उतनी बातें। हर किसी का अपना अनुभव। आमतौर पर मंत्रालय आकर भी छुट्टी के मूड में रहने वाले कर्मचारियों को आज की आधे दिन की छुट्टी रास नहीं आई। वे सधे हुए अंदाज में मीडिया वालों को अपने-अपने अनुभव सुनाते रहे। अंदर का सच ये है कि यहां किसी को खरोंच तक नहीं आई। आती भी कैसे? एक तो भोपाल में झटके हल्के थे, दूसरे मंत्रालय की इमारत बूढ़ी भले होने लगी हो पर उसकी बुनियाद इतनी मजबूत है कि वहां बैठने वाले आसानी से नहीं हिलते।
भूकंप केवल मंत्रालय में ही नहीं आया था। उसका केंद्र तो नेपाल में था लेकिन झटके वल्लभ भवन और सतपुड़ा एवं विंध्याचल भवन में ही नहीं आए। झटके हर उस व्यक्ति या संस्था के पास आए जो थोड़ा भी पापुलर था। सभी अपना अनुभव बयां करना चाहते थे।
भूगर्भीय हलचल से आए इन झटकों के अलावा प्रदेश में एक और झटका आया हुआ है। आगामी 29 नवंबर को मुख्यमंत्री की कुर्सी पर दस साल पूरे करने जा रहे शिवराज को व्यापमं मामले में आरोपों के झटके दे रहे दिग्विजय सिंह को भूकंपीय झटके से ठीक एक दिन पहले जोर का झटका लगा है। जिस पेन ड्राइव और एक्सलशीट की मिरर इमेज के दम पर वे शिवराज को हटाने की मुहिम में जुटे थे। उनके वे हथियार। वो पेन ड्राइव और एक्सलशीट फर्जी करार दी गई। उसी एसआईटी ने इसे नकली, भ्रामक माना है, जिसके सामने दिग्विजय ने शपथपत्र के साथ ये प्रमाण प्रस्तुत किए थे। हालांकि हाईकोर्ट का फैसला ‘मिस्टर एक्स’ के मामले में था, जो दिग्विजय सिंह का वही सूत्र है जिसने ये प्रमाण उन्हे मुहैया कराए थे। झटके का बूमरैंग होना क्या असर दिखाएगा ? किस-किस पर असर होगा ? कहानी में अब नया ट्विस्ट क्या आएगा ? ये तो मैं समय हूं….कहने वाला महाभारत सीरियल का पर्दे के पीछे का पात्र या वो संजय भी नहीं बता सकता, जिसने धृतराष्ट्र को महाभारत का आंखों देखा हाल सुनाया था….लेकिन दिग्विजय को लगे झटके का जश्न बीजेपी ने मनाना शुरू कर दिया है….मिठाई और बयानों के दौर चल रहे हैं….अपना-अपना भाग्य है किसी के हिस्से मिठास और किसी के कसक। मिठास और कसक का ये खेल कब तक चलेगा …ये भी समय ही बताएगा। तभी तो बड़े बुजुर्ग कह गए हैं….समय होत बलवान।
