छिंदवाड़ा यदि विकास का पैमाना है तो गढ़ाकोटा के गोपालजी भी हैं दावेदार
जब से कमलनाथ कांग्रेस के प्रदेशाध्यक्ष बने हैं, आदिवासी क्षेत्र छिंदवाड़ा राजनीति का केंद्रबिंदु बनने को बेताब हो गया है। कमलनाथ भी विकास के हर पैमाने पर छिंदवाड़ा को प्रदेश के किसी भी शहर, गांव या जिले से इक्कीस साबित करने का कोई मौका नहीं चूक रहे। यदि किसी एक क्षेत्र विशेष में तीस-चालीस सालों की साध ही समग्र विकास का पैमाना है तो कमलनाथ ही क्यों, गढ़ाकोटा के गोपालजी यानी भाजपा के गोपाल भार्गव भी मुख्यमंत्री पद की इस रेस में मुकाबला कर सकते हैं, और कर भी रहे हैं।
जैसे छिंदवाड़ा का समूचा विकास कमलनाथ की देन है, ठीक उसी प्रकार गढ़ाकोटा की ‘सबै भूमि गोपालजी’ की है। रहली विधानसभा क्षेत्र में तामीर हुई हर इमारत, पुल, पुलिया से लेकर खेल मैदान और बॉडी बिल्डर
कार्यकर्ता तैयार करने की फैक्ट्री (जिम) तक गोपालजी के नाम पर है। यहां तक कि इस क्षेत्र से कोई युवा पुलिस भर्ती में चुन लिया जाए तो वह भी गोपालजी के जिम की कृपा ही मानी जाती है। मुफ्त भोजनालय से लेकर क्षेत्रवासियों की हर दिक्कत का हल ‘गणनायक’ से निकलता है। गणनायक में ही अलसुबह तक गोपालजी का नियमित और अनवरत दरबार लगता है। पिछले विधानसभा चुनाव में एक दिन भी वोट मांगने के लिए न निकल कर गोपाल भार्गव ने अनूठा रिकॉर्ड बनाया था। वो पूरे समय घर या गणनायक में ही बैठे रहे और सातवीं बार विधानसभा में पहुंच गए थे। भार्गव के पास एक रिकॉर्ड और है कि वे अकेले ऐसे मंत्री हैं जो बीते 15 साल से लगातार कैबिनेट में शामिल हैं। भले ही इस दौर में तीन मुख्यमंत्री बदल गए हों। बस इसीलिए, उनके क्षेत्र में पोस्टर दिख रहे हैं- ‘मंत्री नहीं संतरी है आगामी मुख्यमंत्री है’। भार्गव की यह तमन्ना और वरिष्ठतम मंत्री, अनुभवी, उच्चशिक्षित राजनेता वाले समर्थकों के तर्क चुनावी दांव-पेंच से ज्यादा तब तक कुछ नहीं, जब तक कि उनकी पार्टी बहुमत न हासिल कर ले और विधायक दल अथवा हाईकमान मुख्यमंत्री पद के लिए उनका चयन न कर ले।
बात करें कमलनाथ की तो। सपने वहां भी मुख्यमंत्री पद के ही हैं और मुख्यमंत्री बनने के बाद प्रदेश का कैसा विकास करेंगे इसकी बानगी वे छिंदवाड़ा के विकास से दिखा रहे हैं। छिंदवाड़ा में यस बैंक एवं स्टैण्डर्ड चार्टर्ड बैंक खुल गया है या हनुमान जी की 101 फीट की अलौकिक प्रतिमा बन गई है। गिनती की ट्रेन और मुसाफिरों वाला छिंदवाड़ा रेलवे स्टेशन मॉडल स्टेशन है। यह कमलनाथ और छिंदवाड़ा के साथ प्रदेश के लिए गौरव की बात है, लेकिन इस बात की गारंटी नहीं है कि कमलनाथ मुख्यमंत्री बने तब हर शहर में 101 फीट के हनुमानजी स्थापित हो जाएंगे। हर स्टेशन मॉडल बन जाएगा। यस बैंक और स्टैण्डर्ड चार्टर्ड बैंक की शाखाएं गांव-मोहल्लों तक खुल जाएंगी। छिंदवाड़ा में चल रहे उद्योग और काम-धंधों के लिए इनकी जरूरत हो सकती है इसलिए वहां ये हैं। जरूरी नहीं कि छिंदवाड़ा के सभी गांवों में यस बैंक हो और सरकार बनी तो प्रदेश भर के निपट किसानों वाले गांव में भी विदेशी बैंक की शाखा खुले, जहां किसान का सारा काम सोसायटी या ग्रामीण बैंक से ही चल जाता है। कमलनाथ के संसदीय क्षेत्र के हर गांव या कस्बे में विदेशी बैंक हों यह भी आवश्यक नहीं है। उनका यह कथन तो शो-केस में सजे डिस्प्ले के सामान जैसा है।
छिंदवाड़ा से चालीस साल के अपने जुड़ाव में कमलनाथ ने विकास की कई उल्लेखनीय सौगातें दी हैं, यह अच्छी बात है। विकास के मामले में छिंदवाड़ा की बुदनी से उनकी तुलना जायज तो है, किंतु ये दोनों स्थान पूरा मध्यप्रदेश नहीं हैं। बस इसीलिए पूरे प्रदेश को छिंदवाड़ा बनाने का उनका सपना और छिंदवाड़ा चैलेंज अतिश्योक्तिपूर्ण लगता है। छिंदवाड़ा में चुनाव प्रचार करने आए प्रधानमंत्री नरेंद्र मोदी को वहां का विकास मॉडल देखने का न्यौता देना सकारात्मक पहल है, किंतु इसी विकास में मदान्ध होना कतई उचित नहीं है। ठीक ऐसा दावा गढ़ाकोटा को लेकर गोपाल भार्गव कर सकते हैं। खुरई की अपने पांच साल की विधायकी में भूपेंद्र सिंह और दस साल में दतिया के विकास की दुहाई नरोत्तम मिश्र भी कुछ इसी तर्ज पर दे सकते हैं। लंबे समय तक केद्रीय मंत्री रहे कमलनाथ और प्रदेश के मंत्री गोपाल भार्गव भी जानते होंगे कि किसी क्षेत्र की किस्मत न तो सीधे केंद्र सरकार बदल सकती है और न ही अपने दम पर राज्य सरकार। जिन कार्यों को ये नेता गिना रहे हैं उसमें केंद्र और राज्य का पैसा और संसाधन लगा है, तब कहीं जाकर उनके नाम का शिलालेख लग पाया है। पूरे प्रदेश के चुनाव में एक क्षेत्र विशेष की इस ब्रांडिंग से सवाल उठता है कि क्या 50 साल के अपने शासनकाल में कांग्रेस ने प्रदेश के विकास का कोई ऐसा काम नहीं किया, जिसका जिक्र कर सके। क्या दस साल की दिग्विजय सरकार की भी कोई उल्लेखनीय उपलब्धि नहीं है, जिसका बखान कर पूरे प्रदेश को 15 साल के भाजपा-राज को आईना दिखाया जा सके?
