तो क्या कर्जमाफी बनेगी गले की फांस?
खेती को लाभ का धंधा बनाएंगे….किसानों की आय को तीन साल में दोगुना करेंगे…किसानों को शून्य प्रतिशत ब्याज पर कर्ज…ब्याज समाधान योजना…संबल योजना में पांच एकड़ तक जमीन वाले किसान को शामिल करना…आदि, इत्यादि ढेरों किसान हितैषी योजनाओं और घोषणाओं पर क्या कांग्रेस की एक घोषणा कर्जमाफी भारी पड़ गई है? चुनाव प्रचार के अंतिम दो दिनों में मुख्यमंत्री शिवराज सिंह चौहान के भाषण इसकी चुगली कर रहे हैं कि कर्जमाफी का इतना अंडर करंट कहीं न कहीं तो है, जो भाजपा को अब डरा रहा है।
डर का कारण है छत्तीसगढ़ से आती हवा। कांग्रेस ने छत्तीसगढ़ विधानसभा चुनाव के अपने घोषणापत्र में भी किसानों का कर्जा दस दिन के भीतर माफ करने और धान का समर्थन मूल्य बढ़ाने का वादा किया है। इस घोषणा का असर यह हुआ कि समर्थन मूल्य पर धान खरीदी केंद्र तो सजे हुए हैं, लेकिन किसान धान बेचने नहीं आ रहे। उन्हें इंतजार है 11 दिसंबर का, जब चुनाव परिणाम आएंगे। उम्मीद है कि कांग्रेस की सरकार बनी तो वे अपनी धान का ज्यादा दाम अर्जित करेंगे।
पड़ोस के चूल्हे की सुगंध अपने आंगन में महकने जैसा मामला बनता देख भाजपा चौकन्नी हो गई है। फिर यह तो सुगंधित चावल के लिए मशहूर धान के कटोरे से उठी बयार है तो सतर्क होना जरूरी भी है। इसीलिए शिवराज सिंह चौहान ने रविवार से अपने भाषण का टोन और ट्रैक बदल लिया है। अब कांग्रेस द्वारा कर्जमाफी की घोषणा को पंजाब और कर्नाटक के संदर्भ में मजाक बनाने से ज्यादा तवज्जो वे किसानों को भांति-भांति की योजनाओं से कर्जमुक्त करने का भरोसा दिलाने में कर रहे हैं। उन्हें बार-बार याद दिलाना पड़ रहा है कि वे खुद किसान के बेटे हैं और कर्ज का बोझ किसान को किसान को किस हद तक विचलित करता है उसे अच्छी तरह समझते हैं। किसानों को उनके पसीने की भरपूर कीमत दिलाएंगे, जिससे कर्ज का बोझ उन पर कभी नहीं रहेगा। जितना बोनस बड़े किसानों को दिया जा रहा, उतना ही बोनस छोटे किसानों को भी एवरेज के हिसाब से दिया जाएगा। प्रदेश के किसानों को कर्जदार नहीं रहने देंगे। डिफॉल्टर किसान के लिए समाधान योजना के अलावा ऐसे उपाय करेंगे, जिससे वे कर्जमुक्त हो सकें। शिवराज इसके साथ ही यह कहना भी नहीं चूकते कि कांग्रेस ने फूटी कौड़ी तक किसानों को नहीं दी, बोनस दूर की बात है। कांग्रेस अध्यक्ष 10 दिन में यह कर देंगे, वह कर देंगे बोलते हैं, उनसे बोलो चंदा मामा तोड़ कर ले आओ, शायद 10 दिन में दे देंगे। कर्नाटक, पंजाब में एक पैसा किसानों का कर्ज माफ नहीं किया।
कांग्रेस पर चुनावी हमले अपनी जगह। किसानों के कर्ज को लेकर शिवराज की बदली भाषा बताती है कि मंदसौर में पुलिस गोलीकांड के बाद से राजनीति के केंद्र में आए किसानों पर कर्जमाफी का मुद्दा गले की फांस बनता जा रहा है। भाजपा इससे पहले 2008 के विधानसभा चुनाव में अपने घोषणापत्र में कर्जमाफी को शामिल कर मंदसौर के लोकसभा चुनाव में उसका खामियाजा भुगत चुकी है। उस घोषणा से पार पाने के लिए मुख्यमंत्री और सरकार को तब कर्जमाफी को ही अनुपयुक्त बताना पड़ा था। दूसरी ओर कांग्रेस है, जिसके अध्यक्ष राहुल गांधी के मंदसौर की धरती से ही कर्जमाफी का राग छेड़ा था और उसे मध्यप्रदेश के साथ छत्तीसगढ़ और राजस्थान तक ले गए।
कर्जमाफी कांग्रेस के वचनपत्र का सबसे ज्यादा लुभावना नारा बन गया है। इसीलिए कमलनाथ भी शिवराज सिंह की बदली बोली पर तंज कसने से नहीं चूके। जनसभा से ज्यादा ट्वीटर पर बोलने वाले कमलनाथ ने ट्वीट किया है- जो पिछले 15 वर्ष से खेती को घाटे का धंधा बनाते चले गए… किसानों को कर्ज के दलदल में धकेलते चले गए…हक मांगने पर सीने में गोलियां व लाठियां दागते रहे…कर्ज माफी की मांग पर उनका मजाक उड़ाते रहे…वो चुनाव के दो दिन पूर्व फिर किसान भाइयों को अगले 5 साल के झूठे सपने दिखा रहे है। यह और बात है कि सरकार में होने के कारण शिवराज को किसानों के कर्ज माफ करने के बजाए अन्य उपाय ज्यादा फायदेमंद दिख रहे हैं, क्योंकि खजाने पर इसके असर का आकलन उनके पास है। सरकार बनी तो कांग्रेस को भी इसे लेकर चिंतित होना ही पड़ेगा।
