मध्यप्रदेश सहित चार राज्यों में अभी विधानसभा के चुनाव हो रहे हैं। इन चुनावों में प्रत्याशी, जिले के नेता, प्रदेश के नेता और राष्ट्रीय नेता तक प्रचार में अपनी आहुति दे रहे हैं। चुनाव में मुद्दा तो इन प्रदेशों का विकास होना चाहिए था, लेकिन दिल्ली से आने वाले नेताओं के एजेंडे पर प्रदेश की समस्याएं और वो मुद्दे नहीं हैं, जो जनता से सीधे जुड़े हैं। मध्यप्रदेश की धरती पर कोई राफेल की डील की कहानी लिख रहा है तो किसी को 133 साल पुरानी कांग्रेस पार्टी के आंतरिक लोकतंत्र की चिंता सता रही है। नेताओं के यह बोल यूंही नहीं हैं। विधानसभा चुनाव के बहाने वे पांच माह बाद होने वाले आम चुनाव के एजेंडा सेट कर रहे हैं।

बनने से क्या फर्क पड़ता है? वे तो उम्मीदवार में अपनी समस्याओं को दूर करने की काबिलियत तलाश रहे हैं। फिर भी, भाजपा के राष्ट्रीय अध्यक्ष अमित शाह उन्हें कांग्रेस पार्टी के प्राइवेट लिमिटेड कंपनी बनने का पाठ पढ़ा गए। शाह ने अपनी चुनावी सभाओं में कांग्रेस के आंतरिक लोकतंत्र की जितनी चिंता की है उतनी बार तो उन्होंने भाजपा प्रत्याशियों को जिताने की अपील भी नहीं की। वे यह स्थापित करने की कोशिश करते दिख रहे हैं कि 133 साल पुरानी गौरवशाली कांग्रेस का इतिहास जैसे कुछ हो ही नहीं। इस पार्टी पर नेहरू-गांधी परिवार का कब्जा होना भाजपा को पाक अधिकृत कश्मीर से भी ज्यादा नुकसानदायक दिख रहा है। प्रधानमंत्री नरेंद्र मोदी भी कमलनाथ के छिंदवाड़ा में राहुल गांधी पर तंज कसते हैं। वे कहते हैं कि कांग्रेस के नेता कंफ्यूज हो गए हैं और पूरी की पूरी पार्टी फ्यूज हो गई है।
कांग्रेस अध्यक्ष राहुल गांधी और उनके परिवार पर भाजपा के शीर्ष नेताओं के यह हमले अकारण नहीं हैं। मई में होने वाले लोकसभा के चुनाव के लिए मुद्दों का लिटमस टेस्ट हो रहा है। पांच साल तक पूर्ण बहुमत से देश चला रही भाजपा को चुनाव मैदान में विरोधी पार्टी के खिलाफ बोलने के लिए कुछ तो चाहिए। कांग्रेस केंद्र तो क्या देश के अधिकांश प्रदेशों में भी सत्ता से बाहर है, ऐसे में उसकी खामियां या गलत नीतियां कैसे गिनाई जा सकती हैं? यूपीए राज से अपने विकास की तुलना को तूल देंगे तो नोटबंदी और जीएसटी के साथ पेट्रोल-डीजल के दाम संकट खड़ा करते हैं। बस इसीलिए कुछ और की तलाश कांग्रेस के आंतरिक लोकतंत्र पर आकर ठहर गई है। आजादी के बाद बने कांग्रेस के कुल 17 अध्यक्षों में से चार राहुल गांधी के पूर्वज हों, यह मुद्दा कांग्रेस के लिए गौरव की बात हो सकती है, लेकिन भाजपा को इसमें ही राहुल की कांग्रेस को कठघरे में खड़ा करने का मटेरियल दिख रहा है। इसीलिए शाह के बयान पर मुख्यमंत्री शिवराज सिंह चौहान से लेकर मंत्री नरोत्तम मिश्र तक सवाल उठा रहे हैं कि कांग्रेस पार्टी में आंतरिक प्रजातंत्र होना चाहिए या नहीं? क्या प्रधानमंत्री पद भी किसी घराने से चलेगा?
पाक-साफ होने के मोदी और उनकी सरकार के दावे ने ही कांग्रेस और राहुल गांधी को राफेल का सिरा पकड़ाया है। कभी बोफोर्स घोटाले की आंच में जल चुकी कांग्रेस वैसे ही मुद्दे राफेल के बहाने मोदी के झक सफेद कुर्ते की असलियत खोलने को बेताब हैं। राहुल हों या मोदी और शाह, उनके मुद्दे मध्यप्रदेश के मुद्दे नहीं हैं। ये नेता गावों के शत-प्रतिशत ओडीएफ होने के दावे की असलियत नहीं बताते। हर साल बनतीं-उखड़ती सड़कों और रोजगार एवं बेरोजगारी के दावों की सच्चाई पर नहीं जाते, क्योंकि इन मुद्दों पर किए गए दावे आगे चल हर खाते में 15 लाख रुपए का काला धन आने जैसा जुमला साबित हो सकते हैं। इसलिए लोगों के घर में चूल्हा जला या नहीं यह देखने के बजाए विरोधियों के घर में आंतरिक लोकतंत्र है या नहीं यह देखा जा रहा है। राजनीतिक विश्लेषक गिरिजाशंकर कहते हैं कि शुरू से ही भाजपा के लिए मध्यप्रदेश राजनीति की वह प्रयोगशाला रहा है। इसीलिए भाजपा प्रदेश के चुनाव में भी राममंदिर, तीन तलाक, कांग्रेस के आंतरिक लोकतंत्र समेत कई नए मुद्दों का टेस्ट कर रही है।
