शेरखान पर धारा- 144
तो साहब, भारत के केंद्र में बसे भोपाल शहर में इन दिनों दहशत और कौतूहल का माहौल है…कोई आतंकवादी नहीं घुसा है मध्यप्रदेश की राजधानी में ! लेकिन आतंक उससे भी कहीं ज्यादा है। खतरा एक नहीं है, एक जैसे अनेक हैं। चिंता में हैं लोग तो सरकार भी चिंतित है। सभी की चिंता का विषय वो बाघ…वो शेरखान है, जो पता नहीं किस सहज वृत्ति से यहां आ टिका है। कभी लोग उसे देखने सड़क की खाक छानते हैं तो कभी वह भी लोगों को देखने सड़क तक चला आता है कि भीड़ छंटे तो वह अपनी प्यास बुझा सके। लेकिन वाह रे हम दो पैर वाले जानवर! हमें अपने भूख-प्यास की तो चिंता है….उस निरीह प्राणी की नहीं, जिसे जंगल का राजा कहा जाता है।
भोपाल और बाघ आजकल एकदूसरे के पर्यायवाची से लगने लगे हैं। अखबारों में नियमित कॉलम फिक्स हो गया है। न्यूज चैनलों के बुलेटिन में बाघ की खबर फर्स्ट सेगमेंट में जरूरी हो गई है। वैसे भी भोपाल के बाशिंदे बाघ से अपरिचित नहीं है। इसी शहर में वन विहार नामक चिड़ियाघरनुमा नेशनल पार्क है, जहां बाड़े में कैद बाघ लोग सालों से देखते आ रहे हैं। लेकिन, ये बाघ महाशय तो पता नहीं क्या खाकर आए हैं चले आए सीधे आबादी के समीप। बिना ये जाने कि जिनके बीच आ धमके हैं वे लोग उनसे भी खतरनाक हैं। दो पैर पर चलने वालों की सुरक्षा के लिए आग उगलने वाली बंदूकों का जखीरा इनके पास है और खाकी वर्दी वालों को किसी को भी मारने का लायसेंस भी। गनीमत है शहरी आबादी के बीच आने के बावजूद बाघ के जंगल के संस्कार अभी तक बचे रह गए हैं। उसने इंसानों से उनकी आदतें नहीं सीखीं। शायद इसीलिए किसी पर अब तक हमलावर नहीं हुआ। लोगों को देख कर खुद छिप जाता है। उनकी नजरों से ओझल रहने की पूरी कोशिश करता है। बावजूद इसके नजर में आ ही जाता है। नजर में आया सो संकट में भी फंसा। अब उसे खदेड़ने के लिए हाथी बुलाए गए हैं। प्रशिक्षित हाथी।
मां-बाप भी शेरखान की तरह किताबी ज्ञान से अनजान थे इसलिए बचपन में उसका नामकरण संस्कार नही हो पाया था। इंसानों के बीच आया तो उसे नाम भी मिल गया ‘टी-1’ भले ही वो खुद अपने नाम से अनजान हो, लेकिन उसे इतना तो मालूम होना ही चाहिए कि उसके एक जोड़ीदार को शहर के दूसरे इलाके के एक सुरम्य स्थान में बलात प्रवेश करने की सजा मिल चुकी है। ‘पीटी-1’ पुकारे गए इस युवा बाघ को नौ घंटे की मशक्कत के बाद सुरक्षित जिंदा पकड़ लिया गया था। साहब खुशकिस्मत थे जो उन्हें कुछ दिनों की कैद के बाद 400 किमी दूर पन्ना नेशनल पार्क में स्वच्छंद विचरण के लिए छोड़ दिया गया। मेहरबानी देखिए इंसानों की। किसी ने यह सोचने की जहमत नहीं उठाई कि बाघ जंगल छोड़ कर शहर का रूख क्यों कर रहे हैं। आदमखोर हुए होते तो किसी इंसान को मारते, लेकिन किसी को ‘टच’ तक नहीं किया उन्होंने। उनकी जरूरत बेशक दूसरी है। वो है पानी। सूखे की मार अकेले खेतों पर ही नहीं पड़ी जंगल पर भी पड़ी है, लेकिन खेतों की बदहाली देखने गए जंगलात महकमे के आला अफसरों को अपने मातहत आने वाले जंगलों का सूखा नहीं दिख रहा। सूख चुके तालाब और जलकुण्ड नहीं दिख रहे। ऐसे में पानी की तलाश में अकेले बाघ ही बाहर नहीं निकले होंगे। और भी चौपाये आते होंगे शहरों और बस्तियों की तरफ। लेकिन वो बाघ जितने खुशकिस्मत नहीं। पलायन करने वाली दूसरी नस्लें इतनी भाग्यशाली नहीं….पता नहीं हिरण कहां शिकार हो जाते हों, या खदेड़ दिए जाते हों। चतुर सुजान और सतर्क होने के साथ बलशाली होना बाघ के लिए फायदेमंद साबित हुआ। एक तो वो खुद बच-बच के संभल के चलता है, दूसरे उसका डर। लेकिन बाघ भी कहां सुरक्षित है! इसी भोपाल के पास पहले भी एक शेरखान अपनी सल्तनत जमाने आया था। नाखून और खाल के लालच में इंसानों के फरेब का शिकार हुआ। मारा भी ऐसा गया कि दो टुकड़ों में मिला था। सो भयभीत होने और घबराने की जरूरत बाघ को है न कि इंसानों को।
बाघ से जुड़ी नकारात्मक खबरों के बीच एक खबर यह भी आई है कि राष्ट्रीय हरित प्राधिकरण की भोपाल बेंच को उसके दिन भर प्यासे भटकने की खबरों से रहम आया है। कलेक्टर को तलब कर बाघ के इलाके में इंसानी दखल कम करने के लिए प्रतिबंधात्मक धारा-144 के तहत उपाय करने का फरमान सुनाया गया है। इसके साथ ही यह भी सुनिश्चित माना जा सकता है कि कलियासोत का बाघ अब बस कुछ दिन का ही मेहमान है। बालीवुड के सुपर स्टार की तरह फेमस होने के बाद अब वह शिकारियों के हाथों में आने से तो रहा….लेकिन भोपाल की सीमा में भी नहीं रह पाएगा। उसे उसके पुरखों की जमीन से बेदखल होना ही होगा। बाहर से बुलाए गए हाथियों के यहां डेरा डालने का यह साफ संदेशा है। पर मुसीबत….बाघ तक यह खबर पहुंचाए तो कौन पहुंचाए? उसे समझाए तो कौन समझाए कि भैया निकल लो। होगे तुम जंगल के राजा। यहां के राजा तो इंसान ही हैं। जिन्होंने जंगल के बीच घर बना कर तुम्हारी टेरेटरी छीन ली है। इसलिए धारा-144 इंसानों के लिए अभी भले लग जाए, लेकिन असलियत में वह लग रही है बाघ के लिए।
