चौबे जी में ‘सुर्खाब के पर’…!
किसी चीज या व्यक्ति विशेष में कोई अनोखापन हो, विलक्षणता हो या फिर वह दूसरों से श्रेष्ठ हो तब कहा जाता है कि फलाने में क्या ‘सुर्खाब के पर’ लगे हैं। लगता है, चार साल पहले रिटायर हो चुके मध्यप्रदेश के जल संसाधन विभाग के अफसर मदन गोपाल चौबे के लिए ही ‘सुर्खाब के पर’ वाली कहावत रची गई होगी। शिवराज सिंह चौहान कैबिनेट ने चौबे को लगातार पांचवी बार विभागाध्यक्ष यानी इंजीनियर-इन-चीफ के पद पर संविदा नियुक्ति देने का फैसला लिया है। जब पूरी कैबिनेट ने यह निर्णय लिया है तो माना जाना चाहिए कि चौबे विलक्षण खूबियों के धनी हैं, विभाग के तीन हजार इंजीनियरों से वो श्रेष्ठ हैं, उनमें कोई खास अनोखापन है जिसकी मुरीद सरकार है।
चौबे को फिर संविदा नियुक्ति मिलने से विभाग का कुछ भला हो या न हो, लेकिन पदोन्नति की बाट जोह रहे इंजीनियरों के शीर्ष पद पर पहुंचने से पहले रिटायर होने वालों की कतार में और इजाफा हो जाएगा। विभाग के डेढ़ दर्जन से ज्यादा चीफ इंजीनियर उम्मीद लगाए बैठे थे कि अबकी बार तो उनमें से किसी को ईएनसी बनने का अवसर मिलेगा। सिर्फ मुख्य अभियंताओं की ही हसरतों पर पानी नहीं फिरा। संविदा नियुक्ति देने के सरकार के अपने नियमों को भी इस फैसले ने धता बता दिया है। इसी सरकार ने नियम बनाए थे कि किसी अफसर को रिटायरमेंट के बाद दो बार से ज्यादा संविदा पर नहीं रखा जाएगा। इसके बाद भी संविदा देनी है तो उसके बारे में छानबीन समिति की रिपोर्ट को माना जाएगा। ये और बात है कि चौबे का मामला छानबीन समिति में गया ही नहीं। कहा जाता है कि मदन गोपाल पर विभाग के मंत्री जयंत मलैया और अपर मुख्य सचिव राधेश्याम जुलानिया की विशेष कृपा है। तभी तो विभाग के इंजीनियरों के विरोध और मंत्रालय तक लगाई गई गुहार बेअसर रही और 29 फरवरी 2016 को चौबे की चौथी संविदा नियुक्ति की मियाद बीतने के बाद से ईएनसी का पद खाली रखा गया। इसको भरने के लिए डीपीसी करने जैसा दिखावा भी नहीं किया गया। और अब 27 अप्रैल को कैबिनेट ने निर्णय लिया है कि चौबे जी एक मार्च 2016 से अगले एक साल तक सिंचाई विभाग में ‘गोपाल’ की तरह फिर पूजे जाएंगे।
खैर, चौबे को संविदा पर रखने के लिए जलसंसाधन विभाग के अपर मुख्य सचिव द्वारा कैबिनेट के समक्ष जो तर्क रखे गए वो काबिलेगौर हैं। इन तर्कों को माना जाए तो जलसंसाधन विभाग के 3000 इंजीनियरों में से किसी के पास भी वो तकनीकी योग्यता और नेतृत्व क्षमता नहीं है, जो चौबे जी के पास है। प्रदेश मे पड़ा सूखा और विभाग में चल रहे बड़े (वृहद) बांधों के काम चौबे की पांचवी संविदा नियुक्ति की भूमिका रचने में सहायक सिद्ध हुए । भूमिगत पाइपलाइन के जरिए खेत तक उच्च दाब से पानी पहुंचाने की विशेषज्ञता भी उनके अलावा किसी और इंजीनियर के पास नहीं होने की बात भी घुमा-फिरा कर साबित करने की कोशिश की गई। मंत्रियों के बीच भी उस प्रस्ताव को लेकर खासी चर्चा रही, जिसमें कहा गया है कि ‘वर्तमान में विभाग के अभियंताओं के तकनीकी कौशल में विकास के लिए भरसक प्रयास किए जा रहे हैं। वृहद परियोजनाओं के बांध निर्माण और भूमिगत पाइपलाइन बिछा कर पूर्ण रूप से उच्च दाब पर खेत तक पानी पहुंचाने की व्यवस्था विभाग के सभी इंजीनियरों के लिए नया कार्य है और इसका किसी भी इंजीनियर को अनुभव नहीं है। ऐसे समय में विभागाध्यक्ष के पद पर मदन गोपाल चौबे को एक साल की संविदा नियुक्ति दी जाती है तो इंजीनियरों को कुशल तकनीकी और प्रशासनिक नेतृत्व उपलब्ध हो सकेगा। उनका कौशल विकास करना आसान होगा’।
अब सवाल ये उठता है कि जिस विभाग के अफसरों को उस काम का अनुभव नहीं है जिसके लिए उन्हें नौकरी दी गई है तो उन्हें बीस-पच्चीस साल से वेतन देकर क्यों झेला जा रहा है? वे इतने अयोग्य हैं कि अभी तक वह योग्यता हासिल नहीं कर पाए, जिसकी जरूरत उनके काम में होती है तो ऐसे इंजीनियरों को भर्ती ही क्यों किया गया? उनकी क्षमता विकास के काम क्यों नहीं किए गए? उन्हें सहायक यंत्री से मुख्य अभियंता के पद तक पदोन्नत क्यों किया गया? क्या चौबे के ईएनसी बनने से पहले जलसंसाधन विभाग बड़े बांध नहीं बना रहा था? या फिर बाणसागर परियोजना जैसे बड़े बांध क्या अयोग्य इंजीनियरों ने बना डाले थे? या फिर चौबे जी सर्वगुणसंपन्न होने के साथ ही सर्वव्यापी भी हैं। जो वे हरेक बांध, प्रत्येक नहर, सभी भूमिगत पाइपलाइन के मुहाने पर एक साथ मौजूद रह कर अपनी देखरेख में जलसंसाधन विभाग के काम करा रहे हैं। अरे भईया, विभाग प्रमुख तो महीने के तीस दिन में से ज्यादातर समय ऑफिस में मौजूद रहता है, मीटिंग-मीटिंग खेलता है और दूसरे के काम का श्रेय लेता है। यही परंपरा है विभाग प्रमुख पद की। यानी काम उन निचले स्तर के इंजीनियरों का जो गर्मी, सर्दी और बरसात में फील्ड पर काम कराएं और फिर भी अकुशल ठहराए जाएं..!
दूसरे नजरिये से देखें तो चौबे ने कम से कम पैतीस-चालीस साल पहले इंजीनियरिंग की पढ़ाई की होगी। उनके इंजीनियर बनने के बाद क्या प्रदेश और देश के तकनीकी कॉलेजों ने कुशल इंजीनियर तैयार करना ही छोड़ दिया है? जो विभाग में योग्यता, तकनीकी क्षमता और नेतृत्व की काबिलियत का अकाल पड़ा हुआ है। ऐसे तमाम सवालों की फेहरिस्त तो किसी नहर की तरह लंबी हो सकती है, लेकिन जवाब कोई देगा नहीं। सरकार के एक इस फैसले ने विभाग के इंजीनियरों के अरमानों पर पानी जरूर फेर दिया है। विभागीय ट्री फार्मेशन का टॉप तो किसी और के लिए रिजर्व है तो नीचे के अफसरों के अवसर प्रभावित होगें ही। इसीलिए बीते चार साल में कई इंजीनियर प्रमोशन के इंतजार में रिटायर हो गए तो अब फिर कुछ और अधिवार्षिकी आयु पूरी कर घर बैठ जाएंगे और बाकी बचे लोग मदन गोपाल का जयकारा लगा कर अपनी नौकरी बजाएंगे।
