यूंही ‘किसान-नाथ’ नहीं बने कमलनाथ
आवरण बदलने का यह खेल अनूठा है। सालों लग जाते हैं लोगों को अपनी एक इमेज बनाने में और बदलने में। महज दो घंटे में कोई अचानक उद्योगपति से किसान बन जाए…! यह कमाल किया है कमलनाथ ने। चालीस साल के अपने राजनीतिक जीवन में कमलनाथ की पहचान उनका बड़ा उद्योगपति होना ही रही है। डेढ़ माह पहले हुए विधानसभा चुनाव में प्रधानमंत्री नरेंद्र मोदी और 13 साल के मुख्यमंत्री शिवराज सिंह चौहान से लेकर भाजपा का छोटा-मोटा प्रवक्ता तक उन्हें इंडस्ट्रलिस्ट ही बोलता था। कांग्रेस में भी अपने प्रदेशाध्यक्ष के निर्विवाद उद्योगपति होने का गर्व करने वालों की कमी नहीं रही। लेकिन यह क्या….वक्त बदला, सरकार बदली तो पहचान भी बदल गई है।
मुख्यमंत्री कमलनाथ की असली पहचान है उनका राजनीतिक तथा सामाजिक कार्यकर्ता और किसान होना। उनके परिवार के कई उद्योग हैं, लेकिन वह पहले ही कह चुके हैं कि उनकी इनमें से किसी में भी भागीदारी नहीं है। इसीलिए उनके बायोडाटा में उद्योगों का जिक्र नहीं हैं। मुख्यमंत्री के तौर पर उनका जो परिचय दिया गया है वह है- राजनीतिक, सामाजिक कार्यकर्ता और किसान। वैसा किसान नहीं जो खुद के किसान होने का ढिंढोरा पीटता हो। कमलनाथ का वास्ता खेती-किसानी से है तो खेत-खलिहानों में काम करने वाले किसानों से उनका जोड़ ऐसा बैठा कि खुद को किसान पुत्र बताने वाले शिवराज को एक बार फिर खेतों की दौड़ लगानी पड़ी है। कमलनाथ दावा नहीं करते कि उन्होंने कभी हल चलाया है या बैलगाड़ी हांकी है, लेकिन उन्होंने कल तक शिवराज के कान में कर्जमाफी के खिलाफ मंत्र फूंकने वाली नौकरशाही को ऐसा हांका है कि उनके मुख्यमंत्री पद की शपथ लेने से पहले कर्जमाफी का ब्ल्यूप्रिंट तैयार हो गया था। नाथ ने प्रदेश के मुख्यमंत्री की कुर्सीं संभाली तो पहला आदेश किसानों के कर्जे माफ करने का ही निकाला। इसमें समय लगा महज डेढ़ घंटा, क्योंकि शपथग्रहण स्थल से मंत्रालय तक आने और चार्ज लेने में इतना समय जो लगना था। किसानों को राहत देने का यह वादा कांग्रेस अध्यक्ष राहुल गांधी ने किया था और उसे पूरा करना कमलनाथ और उनकी पार्टी का प्रथम लक्ष्य था। मंशा मजबूत थी तो अफसरशाही का कोई भी अड़ंगा आड़े नहीं आया। अब एक माह पूरा होने से पहले किसानों को ऋणमुक्त करने की प्रक्रिया शुरू हो गई। वह भी किसानों के नाम पर।
‘जय किसान फसल ऋण माफी योजना’। यह नाम दिया है कमलनाथ ने इस योजना का। कहीं मुख्यमंत्री या अपना नाम नहीं। मीडिया से लेकर किसानों तक ने देखा कि जो कार्यक्रम हो रहा था उसके बैकड्रॉप पर मुख्यमंत्री फसल ऋण माफी योजना की लांचिंग की जानकारी दी गई थी। प्रचार भी यही हुआ था, लेकिन मंच पर आते ही कमलनाथ ने मुख्यमंत्री की जगह ‘जय किसान’ शब्द करा कर ‘तेरा तुझ को अर्पण क्या लागे मेरा’ को चरितार्थ कर दिया। प्रदेश में सत्ता बदलने के बाद यह बड़े बदलाव का आगाज है। पिछली सरकार में हर काम मुख्यमंत्री का नाम जोड़ कर होता था। कोई भी योजना मुख्यमंत्री की ब्रांडिंग का ध्यान रखे बिना नहीं बनती थी। ध्यान रखना ही पड़ता था, क्योंकि इन्हीं योजनाओं के दम पर शिवराज सरकार की वापसी का भ्रम पाला गया था। कमलनाथ ने एक झटके में ऐसे सारे भ्रमजाल हटा दिए। जिनके लिए काम हो रहा है, वो उनके ही नाम हो और उन्हें ही समर्पित किया जाए।
तो, आवरण बदलना। चरित्र परिवर्तन कैसे? कर्जमाफी का यह एक वरदान विपक्ष के तमाम आरोपों को भोथरा कर रहा है। कमलनाथ आज प्रदेश के सबसे सच्चे किसान साबित हो गए हैं। सरकार के खाली खजाने के बावजूद वे प्रदेश के 55 लाख किसानों को 50 हजार करोड़ रुपए की राहत देंगे। भावांतर भुगतान से लेकर शिवराज की तमाम योजनाओं में साल भर में बांटी गई 32 हजार करोड़ रुपए की रकम से यह राहत कहीं ज्यादा है और सिंगल शॉट डिलीवरी है। नई सरकार की यह उपलब्धि है कि उसके आते ही भारतीय किसान संघ से लेकर गन्ना उत्पादकों तक ने आंदोलन की भूमिका बनाई…भोपाल की राह पकड़ी, लेकिन उनके विरोध को वैसा समर्थन नहीं मिला जैसा ‘किसान पुत्र’ की सरकार के दौरान मिलता था। बदलाव का यह अध्याय बता रहा है कि कमलनाथ भले ही खुद के किसान होने की ब्रांडिंग करने से बचते रहे हों, लेकिन किसान का दर्द दूर करने की दवा की समझ उन्हें किसी और से ज्यादा है। शायद यही वजह है कि आज प्रदेश में किसानों के पुराने सभी नेता अपनी पहचान के लिए संघर्ष करते दिख रहे हैं और छिंदवाड़ा के नाथ ‘किसान-नाथ’ बन गए हैं। एक सच यह भी है कि अन्नदाता की ऋणग्रस्तता की यह बीमारी फौरी उपचार से ज्यादा स्थाई निदान मांगती है। ‘किसान-नाथ’ की चिरकालीन पहचान कायम करनी है तो बीमारी को जड़ से मिटाना होगा। वातावरण ऐसा बनाना होगा कि कोई भी किसान कर्जे के फेर में पड़े ही नहीं।
